Transcoding Layer
The interface discipline that resolves Bandwidth Inversion by routing each channel between a human Steward and an agentic system to whichever medium is highest-bandwidth for the receiver — in the abstract, an interface that translates between two opposite efficiency profiles rather than standardising on one; in its current form, voice for the Steward's commands, visual state for the Steward's verification, and structured text on the ledger for the system itself.
Extended Definition
Steward Experience mandates that the Steward's interaction surface be held to the rigor of customer-facing product. It does not say what shape the surface should take. The Transcoding Layer is the answer to that question, derived from Bandwidth Inversion rather than from preference: because the human and the agent have opposite channel rankings, the interface between them cannot standardise on one medium without handing one party its slowest channel. It has to transcode — accept each party's fastest output and deliver it as the other party's fastest input.
In the abstract the discipline is a routing rule. Every exchange between a Steward and an agentic system runs in one of three directions: the Steward commanding the system, the Steward verifying what the system did, and the system recording state for itself and for other agents. The Transcoding Layer assigns each direction to the receiver's highest-bandwidth channel. The concrete assignment at the time of writing is voice for command, because speech is the human's fastest output and the system can transcribe it; visual state for verification, because vision is the human's fastest input and the system can render it; and structured text on the Operational Ledger for the system's own record, because text is the agent's native medium and no human needs to read it at the tempo it is written. The discipline is durable. The assignment is a current reading and is expected to shift as models change.
The verification route is where the discipline is load-bearing. A Steward who commands by voice and receives confirmation only by voice is blind: listening is slower than seeing, and a spoken account of state cannot be scanned. Under the Physical Intervention Threshold, that blindness is not an inconvenience but a safety condition — the escalations with the highest Rollback Cost are exactly the ones that require the Steward to see current state and answer before the action proceeds. An audio-only surface at that gate produces the disengagement The Steward's Blind Spot described, and disengagement produces Nominal MTTI: the autonomy score rises because the human stopped looking, not because the system stopped needing them. The visual route is what keeps the metric honest.
The Transcoding Layer is the deliberate mirror of the Machine-Readable Interface. The MRI transcodes a business into a form agents can read and transact with. The Transcoding Layer transcodes an agentic system into a form the Steward can perceive and direct. Both exist because the parties on either side do not share a native medium, and both sit on the system side of the boundary, because the system is the party that can be redesigned. Arco projects the discipline as a requirement of the Stewardship Model at the altitude the market-computation arc moved the Steward to; it is not a description of any surface Arco has yet built.
Application
Specify three routes at Full-System Design time — how the Steward commands, how the Steward verifies, how the system records — and assign each to the receiver's fastest channel; a surface that uses one medium for all three has not been designed, it has defaulted.
Context
The human-facing counterpart to the Machine-Readable Interface: the MRI makes a business legible to agents, the Transcoding Layer makes an agentic system legible and commandable to the Steward — and it is the mechanism Steward Experience needs to be a discipline rather than a mandate.
